What are the pros and cons of having a license to own dogs and dog breeding?
Such as, you have to take a test before buy a dog or has to be approved by the government to raise a particular dog. Also, if there was a general rule, how can the state enforce? Haha, this is just a matter of chance that I was talking to my brother's and I was curious. its not a real right. Im wondering how it would work if it was a law.

Welsh Springer Spaniel seem to the casual observer to be just another variant of the English Springer. Yes, they differ in color, but its genetic history apart from a few centuries (at least), and there are other subtle differences to look here.
The physical differences
