What's the best small dog for a single mother who has never owned a dog before?

What is the best type of dog breed small for a single mother living in a house with 2 young adult children? she has never owned a dog before and want to surprise her with a puppy for her birthday No. 50. we're just looking for some advice, like what a dog would be easy to train, housebreak etc., and also loving and more than a lapdog. a Maltese and Yorkie were suggested, but I'm open to more. thanks

It would be best left to choose the dog for herself, either a rescue or a breeder who is she preferred. Are you sure that does not even want a dog? My preference is a Chihuahua. No best lap dog anywhere.
