Question about dogs heat cycles …?

Ok, I have one chi 2 years terrier mix. We're not sure what kind of terrier, but he had be a small one because it is small … about 7 lbs … She was last in heat in July 2009 and has not been raised or anything. It is now up to half and has not had another cycle heat. I wonder if that's normal. I have no intention to race or anything, but had decided two months ago I would have set but was waiting until her heat cycle day, because I had not done one in 6 months and I know it costs a bit more if they are in heat. But it was like 8 or 9 months since the last cycle and has not yet had one. I wonder if this is normal?
