Puppy Mills, Pet stores, breeders?

I'm buying a chi women (yes, another: D) and need to know where to find one? I'm looking for everywhere, but the only place near my house is a pet store, I know it's a puppy mill, but he has records about the veterinarian and the puppy does not have papers. He said he could go to the vet and have it checked out and if I was not satisfied that could bring the puppy back in 1 month. Is this cruel? It seems better than my other sources that I have to choose. (Primo breeding chi is like crazy especially forcing a shelter that dogs and cats have kennel cough a severe case of it too, or driving out of state to have a dog. I've been in search and search puppy pets, so do not give those sites. google or yahoo or wiki I was already too.) I've been to every site imaginable. Do not tell me a website, PLEASE give me advice
